A story in today's Toronto Star* covers Rumsfeld's address to troops in Kuwait about to be deployed in Iraq.
The troops had some tough questions for the Secretary of Defence. One soldier, an airplane mechanic, asked Rumsfled why his unit, about to spend a year in Iraq, didn't have enough armoured vehicles. Quote:

It speaks to a real lack of interest in the well-being of either the Iraqi people, or their own troops, on the part of the administration.
Well, yeah. The Bush administration has never cared for anyone's well-being except its own.

At another point, Rumsfeld tried to lighten the atmosphere after taking a series of tough questions.
"Now settle down. Settle down," he said, drawing laughter.
Okay, maybe it was funny if you were there (it's all in the delivery), but it sounds pretty damn patronizing to me.
And, in answer to the question about overdue pay:
"That's just not right," Rumsfeld said. "Folks (who) have earned money, and are due money, ought to be able to get the money and they ought not to have to put their families under stress while they're waiting for the money."
...to which the appropriate rejoinder is, of course, "So, what are you going to do about it?"
