If I remember my Magic: The Gathering correctly, at the start of every player's turn is the Untap phase. This is where all resources he controls in play is refreshed ready to be used for the turn or until before the next turn. Outside of rules changes that have made the Untap Phase a "step" rather than a Phase, this is mostly accurate.

Most rules changes involving what you just wrote are purely semantic, anyways.
