This is not an isolated outcome; tribal groups operating casinos on tribal lands all over the country are running into the same problem, with families and clans in these tribes (which were, only a couple decades ago, doing everything they could to establish and record large membership rolls, reaching out to anyone and everyone who might possibly maybe be able to establish some tenuous link to a native american ancestry, so as to gain clout and influence with the Feds) suddenly finding themselves delisted and declared outcast.
And "sovereign nation" or not - establishing links with criminal gangs within US Territory to do your bidding on or off the reservation, runs you afoul of the RICO Act - and thus we targeted Manuel Noriega, and invaded a country to get him.
