If memory serves...it has something to do with forcing certain pokemon to evolve.

Something like that, I think. They were listed as a sought item in the handbook that ought to be handed over to Team Rocket immediately if found as they could be used to bolster their forces.
I'm afraid I couldn't tell you which pokemon it would effect, however.

If it is, I think I should figure out which Pokemon it would affect and if it benefits none of mine, I can always sell it for money. [She looks a bit thoughtful and looks over to the Scyther as she puts away the Metal Coat in her bag..]
I know that Kadabra has one more evolutionary stage, called Alakazam, and that some Pokemon can evolve into different end stages depending on certain external factors, if that helps.
Well... Take Eevee, for example. As far as we know, it can either stay as it is, evolve via three of the four elemental stones, or via "happiness", and then, the form it takes is dependent on the time of day in which it evolves.
