He's only devious when the situation suits him to be-- and being devious towards most people in camp holds no advantages to him, so he's content to be himself, however terrifying that can be! So, basically. Zhores doesn't have to worry-- especially since America's essentially deemed him not to be a threat. Which is important! Since, as you might have noticed, America's truly frightening side only comes out when he thinks he's in danger, IE: Cold War America.
I also won't say America knows Zhores is on edge. He has no clue that he frightens him-- it's something that goes entirely over his head partially because the aforementioned information that he doesn't know how to utilize and therefore doesn't analyze closely, and if he knew, he'd probably try to make it right. No being frightened, after all, he's a hero! So... Yeah! America thinks he and Zhores are great friends. :)

Admittedly, Zhores has one hell of a paranoia streak, because seriously, even if he did make a big mess in politics, it was about forty friggin years ago. And really he's not outright terrified of America, at least not when he's sane or post cold-war, more it's like him over analizing what America says and hoping that it will help him sort things out.
But to be honest, Zhores considers America to be a good friend too... even if he tells himself that he doesn't really have friends. He's just a good friend that he needs to keep an eye on sometimes.
