This is an exercise for your "Executive" or ability to implement and adjust information based on new data. Basically, every symbol is 
a digit, and always that digit. Two symbols are double digits.

Decode this:

Yeah, I'm thinking I'm missing something cause I spent a good two hours on it, working every combination I could think of...and got nothing. To be continued.

my co-worker figured out a theory for it but was uncertain of its validity do to the vague description of the problem.

heres a hint some numbers have 2 symbols
like > and < can both = 3

Negative negative...the symbols can only be one digit...and they are always that numeral.
