Ocean Beach allows fire between entrances 14 - 18 (though not certain, maybe it was 15 - 18). When I was there last, we were told that our fire was not permitted, because there are only 6 (i think) "official" fire rings. So, I would advise going early to stake out a spot.

Problem with traveling from SF to the East Bay is that while most of the East Bay people I know have cars, most of the SF people I know don't. I'm not aware of any other spots where you can legally have bonfires, anyhow.
Ocean Beach is pretty fucking awesome though; big parking lot, right off of a busline, and right near a Safeway to get supplies.

Then again, would anyone come to anything that wasn't in the city? I doubt it.

It's legal on parts of Ocean Beach in SF.
