The sick thing is that while we're not using an 18th century piece of legislation to do it, we're doing exactly this in Iraq on land right now. The name "Blackwater" comes to mind.
And that's the thing that bothers me most-- not that it's some 18th century legislation and a 21st century problem, but the fact that we're already doing it so we _know_ that we can't figure out how to manage mercenaries properly-- it's not just conjecture!
Seriously. There was a retired U.S. Army military analyst on the news a couple nights ago talking about it, and he said something to the effect of "Yeah, because we see how well this strategy is working in Iraq".
Arming private citizens and telling them to go shoot up boats just blows my mind. That guy is crazy.
