I have been looking for this fic for YEARS and I search hard each time. It might be on the kink meme thread? I'm not sure, I am not great at live journal. This sounds very much like A Different Present by Englishrose2011. The story starts out with some of the things you mentioned: While Peter is away a temporary handler named Burton reduces Neal's radius to two blocks, forces him to move to the "roach hotel" where Peter had first taken him, destroys his phone when Neal tries to call El, and rapes Neal.

It also reminds me of Origami Soul by Puck which I don't believe was ever finished. Neal is arrested by Kramer and taken to DC where he is severely mistreated by Kramer and a sadistic handler named Billings--raped, beaten, brainwashed. Peter and El have no idea what's going on or why Neal hasn't returned any of their calls or messages.

If either or both of these sound like what you were looking for there is no charge for the service.

Also, I'm remembering another Kramer story where Neal is badly mistreated and Peter doesn't realize how bad it is but can't think of the name of it at the moment. Will let you know if I remember more about it.

Sounds kind of like Destiny. Kramer takes Neal to DC and doesn’t pay extra for heat, withholds food money, etc...somehow switches out a letter from Neal to Peter asking for help with one where he makes inappropriate comments about El so Peter gets mad and assumes Neal must be exaggerating how bad it is...think he actually sends back a letter telling him to cowboy up.

To the OP--are you still interested in finding the story and is it possible you are conflating different stories?

@droodlebug @lost_seoul27 I just got off work and saw this email! I could cry of relief- seriously!!! I have been looking for this story for 5 years now just hitting the same dead ends. I cannot wait to go home and read them!!! I will let you know after if it was one of them!

Looking at these summary's I think I may have been mixing the three and that's why I couldn't find it. I love Puck too!
