Bashir is a Starfleet Doctor who was illegally genetically enhanced as a child and therefore is basically superioir to regular humans in every way. Garak is an exiled spy from the Obsidian Order with daddy issues. They rounteenly have lunch, over which the discuus human literature and culture seen from a cardassian viwepoint and vice-versa.
What's extra cool is that Garak keeps draging a not-so-reluctant Bashir, who loves to playing James Bond in the holodecks, into the covert business. And throw into the mix that Bashir is contacted by Section 31, the Starfleet version of the Obsidian Order. The Dominion War also happens in this series of Star Trek.
With all this there is serious potential for these two characters.
Yes, you should be on the look out, but only for good Garak/Bashir stories. Bad ones are all the more awful when people can't pull off these characters.
