Very imageheavy, not for complete beginners, made using Photoshop CS2, should be somewhat translatable.
NOTE THAT ALL PICTURES WERE SIZED DOWN

First, I took
this stock image which I got from
SXC and cropped it to my resolution size (do whatever yours is) which is 1024x768.
Next I applied 2 Curves Adjustment layers. I've explained this before, but I'll do it again. I don't give the settings because if you use a different stock image (which I hope you will) the curves settings could look terrible for that paticular picture. Just muck around with a few layers, see what you like.

Then I went and applied
this texture by
inxsominax at Linear Burn 100%.
I thought it was a bit too dark, so I duplicated it and set it to Soft Light 39%
Still wanted some more texture and colour, so I duplicated it again and set it to Multiply 100%
Next I took another
stock image from the same site, and pasted it into the wallpaper.
Obviously too big, so I resized it by going Edit>Transform>Scale and I had it set to 35%.
Moved it around til I had it where I wanted it, and set it to Multiply 100%
Duplicated the layer, rotated it 90 degrees clock-wise by going Edit>Transform>Rotate 90 Degrees CW. Next I scaled it down at somewhere around 43%. Then I duplicated that layer and moved it down.
Then I duplicated the larger image and moved it down slightly. I applied a layer mask, and filled it with black to delete everything, then I selected the area that I wanted to bring back with the marquee tool, and filled that with white.
Yet again, another
stock image from the same site, pasted it into the wallpaper, rotated it 90 degrees CCW, and then flipped it vertically (Edit>Transform) and set it to Soft Light 100%. Then I scaled it down by 58%.
Liked the effect the blue sky had on the background, so I picked a blue colour out of the sky (#97ddff) and went over the areas I wanted with a soft brush.
Didn't want the blue effect everywhere, so I applied a layer mask and used a black and white gradient over it til I got something I liked.
I wanted the sunflower to be a bit darker, so I duplicated the layer and set it to Multiply 100% Fill Opacity 70%. I used a layer mask to help it blend in with the background with a soft black brush.
Now for the text. For both lines I used
Pointedly Mad.
"You are" in 70px, black set to soft light with fill opacity at 35%. "My Sunshine" in white, varied sized.
