Wallpaper snaggable here This is going completely by the PSD, and since I made this wallpaper quite a while ago, I'm not sure where I got some of the resources, or the method and order in which I did things, so bear with me.
Before we get to the actual wallpaper itself, we need to prepare the Raito image. I opened up
this image, which I got from a scanlated chapter file I got from... somewhere, and used the background erasing technique much better explained
here, until I got something like:
this Now, make a new wallpaper-sized image and paste a texture by
gender into it.
I wanted this to have a border on it, so I used the Marquee Tool and made a rectangluar selection, inversed it (right-click, Select inverse) and filled that with black.
There's the "base" of the wallpaper.
Now, I'm going to paste the Raito pic in, but I tried it before and I thought it was too bold, so I made a new layer, filled it with black and applied a Quick Mask (tool palette, near the bottom, dark rectangle with circle in it). Then, we go back to the Raito image, Select All (Crtl+A) and paste it into the quick mask layer. Make sure you've merged all the layers in the Raito image together
Make sure to move it around til you get it where you want it, you can't change it back later.
And then exit the quick mask by clicking the lighter rectangle next to the one that turns Quick Mask on. You should now have a selection of everything dark in the image.
Now, press Delete to clear the unwanted bits, and you should get this.

Next, the decoration, since I thought it was kinda plain. Underneath the border layer, I took a stock image (I don't know which one, I have too many stock photos, and I'm not going through them xD) of some smoke, pasted it into the image and set it to Difference Fill Opacity 76%. I erased the bits I didn't like though obviously.
Also under the black border layer, add
This is either a stock image, or one of my textures that I blurred a helluva lot, set to Screen 54%
I didn't like that blank space in the texture, so I duplicated the Raito image, Fillied it Horizontally (Edit>Transform), and then sized it down til it fit.
To get rid of the overlapping bits, applied a layer mask, then switched back to the texture layer where I used the Magic Wand Tool, and selected inside the texture (or as much as I could). Then I right-clicked on the selection, and selected Inverse Selection. And then I filled that in with black. Wasn't perfect, so I went back over the jagged areas with a brush and fixed it up.
Yet another
stock image, this time set to Overlay 100%.
I wanted to bring out some of the blues, so I created a Curves Adjustment Layer. Exact settings are useless, so a quick overview:
Brightened, took out some of the red, left the green alone, and upped the blue.
And then a
texture by somebody (most likely in my resources.. I hope) set to Colour Burn 100% on top.

That's pretty much it, though in one variation, I just added a Black to Transparent gradient.
