Actually, from what we've seen on BtVS and Angel, having a living person be in the house has nothing to do with the Vampiric Invite rule. A living person has to live in the house, and the inviter must be a resident.
Given that this is the home of Sebastian, and he is most definatly not a mortal human; And no mortal humans reside there. Angel specifically tells Wes in "Somnambulist" (Angel, 1.12) that a vampire doesn't need an invite into another vampire's home. See also, Spike in Doc's apartment, Darla in Angel's hoel waaay back in "Angel" (B 1.7)... and there are others,
To sum up, Dru can waltz right in if she wanted. Of course, she really has no reason to go there. So from a plot/logic/story stand-point, no vampire in the game really does... From a metaphysics, they can enter just fine.
