Although that wording is indeed frightening, I see the other side. I have a hard time seeing how most families could possibly be qualified to provide a K-12, well-rounded education. While I would have no doubts in my own personal knowledge of math, physics and chemistry, I'm a horrifying tutor (found this one while trying to help a friend pass chem I) and I'm just not very good at history or the arts at all. Left to school a child for those 13 years, we'd end up with someone who was never exposed to music or art and whose English and history were quite lacking. The ruling doesn't outright ban home schooling - it requires that a child is taught by a certified teacher.
