I honestly haven't been paying much attention to the whole thing, but I figured I'd share what the folks at my hotel figure was the situation and why it didn't get passed. Right or wrong, it was amusing to listen to them try and make sense of politics and business.

In California the weed industry is a multi-billion dollar industry and if it gets legalized then there will be taxes which will either eat some of the profits or cause prices to go up, or both. Therefore all the drug dealers and doers remembered when they were supposed to vote and all went out to tank the thing.
