You have to do what makes you happy; otherwise it's not worth the effort. It sounds to me like Portland is where your heart is, but Rushmore is where your wallet happens to be at this moment in time.
Good luck in whatever choice you end up making!
Just don't be one of those Cyclones that ends up in Burma/Myanmar/whatevertheycallthatcountrynowadays.
