Today it's 25° with a humidex of 31°. After conversions, that's 77°, feels like 88°. So, maybe not quite as hot up here. But in Louisiana, I would never consider riding a bike in summer as a leisure activity. The only summer I consistently rode my bike was when I worked at Subway and had no other mode of transportation. I was thinner then.
As far as temps go, it gets up to 100°F here for about a week every summer. And there are still people who don't have air conditioning in their homes. It flabbergasts me.
It gets pretty humid here. My app says we're at 51% right now, but it's usually higher than that. But the temp has also gone up a couple degrees since my last comment :P

You could always bring a spray bottle of ice water with you and spray yourself down as you ride.

It's 89° here right now, according to my weather app. But hotter than that, with Baton Rouge's heat island affect. How much humidity do you guys have?
I consider biking a summer activity as the sun is going down.
