Shinra is a very good doctor and takes pride in this fact. He is able to preform surgeries precisely and carefully despite the conditions. The usual conditions? Underground clubs, shady back-way alleys, anywhere criminals can hide. Why there? Because that's Shinra's job. He is the doctor for the underground society in Ikebukuro and has no qualms about this. As long as he is paid, he will do anything. Help a murderer reshape his face to keep away from the cops? Sure. Remove bullet wounds from a gang who got caught in a drive by? A-OK to him.
It's almost chilling really, how desensitized he can be from things like this. You wouldn't think that this is the very happy, very talkative, very much in love Shinra Kishitani. In fact, it's a very small part of him in the grand scheme of things, I just figured I'd get it out of the way quickly. Let's start again, shall we?
Shinra Kishitani is a doctor, yes. Shinra Kishitani is also a man in love and that takes up a larger part of his day/time/life than anything else. He is in love with Celty Sturluson and would shout it from the rooftops if he didn't think she'd push him off because of it. Shinra has been in love with her since the day he met her when he was four years old and dissected her with his father.
I never said he was a sane man either. Shinra gives the appearance of a very altogether and happy young man in love -- it's what he is, I'm not pushing that away. Shinra is also in quite a field of his own, his fascination with the human body (in a scientific way) and his love for all things Celty keep him quite alienated from people. Why so much the Celty thing? Well, she has no head. Bummer.
The fact she has no head and is, actually a dullahan in regards to it fascinates Shinra more than anything else in the world. He wants to inspect her and research her and love her more than anything. She is his prime specimen, and he refuses the share her. Which leads him to a very isolated life in his apartment with Celty -- but it doesn't bother him. They're both quite recluses, preferring to stay in the apartment with each other and play video games and talk via IM and text with no guilt. At least, Shinra is. Celty still wants to find her head.
Shame Shinra refuses to help her with it, huh? Despite knowing where it is. Yep. He knows where her head is and what happened to it -- but he refuses to say a thing. At least, at first. Post-anime, I am pretty sure he doesn't know where it is exactly just knows it has to do with Izaya -- but nevertheless, before this he knew that the Yagiri Pharmaceuticals had it -- he in fact, helped them guide Celty away from it a bit. It's confusing, how someone so in love with a woman would refuse to help her with the thing she most wanted.
He did it for selfish reasons, for his intense love for her. He was afraid once she would find it, she would regain her memories and leave him to be alone forever. He couldn't take the chance of that happening and kept her away from it as best as he could. Still, this being Ikebukuro, things happen. While she doesn't get her head back, he does end up revealing the truth about his feelings to her -- but they worked through it and here they are today, happy.
Still headless though.
Anyway, that sums up Shinra's... faults. The rest of him -- the very talkative nature, the romantic views on life, the ever present smile (passive aggressive or not) -- are just traits he's acquired along the way. This man has built his life around Celty Sturluson and it shows in everything he does.
Fortunately, he doesn't regret it one bit.
Abilities:
He's an underground doctor -- he knows how to remove bullet wounds and stitch up people. He's good at plastic surgery and a lot of other stuff too. He's a very good doctor when it comes down to it, but he just doesn't bother himself with a real clinic. He prefers to work in the background, remember?
Also, he can take a punch or two. Spousal abuse from Celty--
Multifandom Test:
One character that comes to mind is Dr. Franken Stein from Soul Eater. Shinra and him would get along well and Stein would perhaps bring out the more dangerous and detached from the world side of Shinra. While Shinra keeps his touch with reality through friends and work and can actually be quite pessimistic at times, being around someone like Stein would bring that forward more. His love for dissecting and research of anatomy would compel him to take dangerous risks along with Stein and research to their heart's content.
Let's just say you wouldn't want to leave the two alone in a room together.

It was a dark and stormy night. Or at least, that's what he'd say if he was contently watching the storm from his window, rambling off to Celty about rain and how beautiful it is, comparing it to her, and drinking a nice steaming mug of coffee. Yet, here he was, with a flimsy jacket protecting him as he stood on the corner of Main and 5th, wondering which way was up, which way was down, and where he could find Celty.
She had gone off on a job or something for a few days, and Shinra was okay with that. He'd miss her, but he was not really going anywhere the three days so, it was okay. Yet, an emergency house call came through and well, they paid very well so here he was, wondering where he could find a taxi. In a storm. Alone.
"Fuck."
He frowned, not usually one for cursing but this seemed the moment for it. A car passed by suddenly and splash, he was soaked with dirty water and his glasses were obscured by water droplets. Fuck fuck fuck.
Walking in the direction he thought would take him ... somewhere not here, he buried his hands in his jacket, looking for some semblance of warmth. He faced his head away from the rain and just... walked. Doing his best to look out for a cozy hotel or ... or possibly the neigh of a familiar motorcycle.
Wait.
He looks up suddenly as is it really-- He does in fact hear a neigh of a motorcycle. This... it's impossible! She was out of town! Yet, soon he sees the dark shadow of the bike approaching, no headlights to warn him, only a small shine from the yellow helmet. Shinra could practically cry in joy.
"Celty!"

Okay, maybe thing is the wrong word -- but yes, there is always a difficult ... mountain to climb in figuring such a thing out! It's sad, I must say, that the fact so little people realize who they love soon enough and spend years and years searching for their one true love.
Nevertheless though, this means nothing to me -- just a passing whim! A sad thought! You know why? I will tell you why -- because, of course, I have found my true love. That in a goddess -- well, not a goddess per se. More along the lines of a faery, the pure folk. Oh and she is so pure with creamy white skin and delicious curves and ah! [A dreamy sigh is interjected here] I am just completely and utterly in love.
