Does anyone know if sophmores will be able park at the campus in april or later next year?

there is a time where only seniors can get parking spots but after that time anyone can, I believe.

no. some are, more will be, you turn 16 during sophmore year.

i will be able to drive in April so i didnt know if any other sophmores will be too

I don't see why they wouldn't make an exception if there are left over parking places. I think they don't generally do it because, as aforementioned, most sophomores can't drive
