If the former, then you're in trouble, and it seems like a good time to put effort into getting bosses to realize the impossible situation you've been working with.
If the latter, then really the only down-side is your personal frustration -- a natural result of putting in lots of work that turns out to be for naught. But it seems to me that there are two ways to confront that frustration, and you need to decide which is more appopriate:
1) If at first you don't succeed, redefine success. The only reason it's frustrating is that you had hoped to actually, y'know, get something done. If your goal instead is to have a successful day at work, then all the time you spent on proposal n counts, and all the time you'll spend on n+1 will too.
