Haven't you been doing leatherwork? Because the head/neck looks fairly simple.

You can get the basics at any fabric store, including a pattern for the cloak, and I'd check with a milliner to get a pattern for the hat. The rest should be fairly easy to draw out on paper and make. Three triangles with a gentle arc sewn together and stuffed.
