She is indeed a vespid wasp. More than likely, she was in a potted plant that you brought into the house for the winter. She hung out in the pot and emerged when the daylight hours got longer. Unless you rouse them, they are pretty docile and just want to go outside. Shoo them away (do not swat or get aggressive, they will respond in kind). Open a window and they will usually fly right out.
While I realize people have fears, etc. wasps are actually good insects to have around. They will kill and keep the population of disease bearing (ie. fly larvae) insects down. They eat a variety of caterpillars (not just pretty butterflies, but crop destroying moths).
