From this to this using Photoshop CS (but easily translatable).
o1. Duplicate your base layer & set to screen, 100%.
o2. Duplicate base once again. Desaturate & set to overlay, 100%.
o3. Create a new layer. Fill with #010F2D and set to exclusion, 100%.
o4. Create another new layer. Fill it with #E3E3E3 and set to color burn, 100%
o5. Create a new layer. Fill it with #9BD9F3 and set to color burn, 100%
o6. Make another new layer, once again. Fill with #063616 and set to soft light, 40%.
o7. Create another layer, fill with #E3E3E3 and set to color burn, 100%.
o8. Create yet another new layer and fill with #F1D5BA. Set to multiply, 75%.
o9. Add text, brushes, whatever your little heart desires.
