It’s a male character in an old movie, but Jack Albertson as John Cleary speaks the line in The Subject Was Roses (1968.)

It’s also possible that you saw an adaptation of Oliver Twist (there’ve been plenty of those in a variety of media) that included the line:

Alas not, I haven't seen any adaptations of Oliver Twist. And it's got to be something that either featured the line regularly (as in multiple episodes of a TV show) or something I watched over and over again, enough for it to stick in my memory.
