I'm a little shocked by the PPG comments, though- because I've toured the plant where PPG makes reflective car coatings, and at the time they indicated it was good to go, if only car manufacturers wanted it.
So investing the money and legislation into cheap canopies over parking lots would work better, probably be cheaper, and make everybody (except possibly business owners) much happier?
Er... just how much surface area are you thinking you'd want to canopy, here?
Then add in maintenance, and, heck, all the new legislation for businesses (and homes- can't forget people without garages), and enforcement, and the effects of runoff from all these miles of canopy. I'm not sure it's an improvement.
It's dumb legislation, no argument- but reflective coatings on cars is not that senseless of a thing. The engineers I spoke to at PPG indicated it could mean 15 degrees difference when you got in your car.
