Start with this image:



Crop it how you wish the sharpen Peter's Eyes. Go to image-adjusments-curves, and put these settings:
Input:86
Output:255 (You can mess around with it till you like it). Now go to 'image-adjusments-color balance' and set Cyan to -100:


Duplicate the base layer and set it to soft light:


Now create two new layers and fill both them with C8FFFE and set them both to 'Color Burn':


Now Create yet another layer, and fill it with FF0000 and set it to saturation, opacity 29%.


Create one more layer and fill it with FFE7CE. Set it to multiply, and your finished!
