Take your caption.
1. Crop the image to 64x78. Make a copy and put it to one side.
2. Create a new raster layer ( Layers > New Raster Layer) and fill it with #000000 on one of them. Set it to Hue.
3. Go to Unsharp Mask (Effects > Sharpen > Unsharp Mask) and put these settings in.
4. Now take the spare image from step 1 and paste it on as a new layer. Set it to color.
5. Now use the Freehand tool and draw out everything but the ocean. Then press cut and it should leave you with this.
6. Merge All. Now make a 100x100 new image and then paste the image on it.
7. Make a 3 x 78 line with the draw tool in #707070.
8. Make a 8 x 61 line with the draw tool in #98989A.
9. Make a 8 x 17 line on top of step 8's in the colour of the ocean (#88A4EE).
10. Apply this brush three times.
11. Rotate the image 90 degrees to the right.
12. Create a new raster layer and then click the text tool. Make sure 'create as' is on 'floating'. Write 'surfer' in Cooper Lt BT font, size 12 and possition it on the line you made in step 8. Now cut off the bits that overlap off the line.
13. Now merge all and turn it 90 degrees to the left.
