Take a fairly plain image (in this case of my cat Tootsie) and crop the image to 100x100 pixels and sharpen once.




Duplicate the layer and then click on where it says 'Normal' and set to Screen and bring the opacity to 50%.




Make a new raster layer (Layers> New Raster Layer) and fill it with #7B3709. Set this to Overlay.




Make a new raster layer (Layers> New Raster Layer) and fill it with #0C0B47. Set this to Difference.




Then duplicate this layer twice. Set the top layer to Exclusion.




Make a new raster layer (Layers> New Raster Layer) and fill it with #C4B78C. Set this to Multiply.




Now go back to your original from step 1 and duplicate it three times and bring them to up to make them the top layers. Set them to Soft Light.




Now it's finished, unless of course it's too blurry (in which case sharpen once more) or too dark as mine turned out to be so I merged all (Layers > Merge > Merge All) and then duplicated te layer, setting it to screen 50%.




Now you can add a brush like this one by chouchoune (I think?) or leave it blank. But it looks much more vibrant!
