I'm sure that most of us would never run up against the clauses of the EULA (in Russian) that Livejournal is imposing, but the sheer tone deafness of how they did it tells me that they really aren't interested in users

They aren't interested in non-Russian users. The changes are being driven by Russian law. All data about Russian users must be stored on servers physically located in Russia and thus subject to Russian laws. LJ is 90% Russian at this point; they had no choice.
