Yes, but the Bill of Rights is largely considered a separate documentation in and of itself. While they are merely amendments to the Constitution, they are specifically the first ten amendments, set apart in their importance in our nation's history and outlining the liberties that the Constitution mentions.
That's why it's called the Bill of Rights, rather than Amendments to the Constitution. Freedom of Speech is not mentioned in the Constitution itself. :P
