House Buying

When making an offer on a house which doesn't already have any offers, is it better to bid the asking price or the (slightly higher) price you think it will actually sell for?

I bought my house in Sheffield about 2 and a half years ago. At that time houses were flying off the market and if you didnt put in a bid over the asking price on the first day it went up you didnt have much chance.

Conditions are now obviously much much different. I would be tempted to go below the asking price if no-one else has bid.
