The Pin Light effect only works well with textures that have no dark colors (in particular black) in them. Choose a texture that has a variation of hot (reds, pinks, oranges) colors for the best result.
01. Start with
this picture of Sakura and crop it at 96x96 px so the main focus is on Sakura.
You should see something like this:
02. Flip the picture--IMAGE>>ROTATE CANVAS>>FLIP CANVAS HORIZONTAL.
You should see something like this:
03. Sharpen the image a little bit by duplicating the layer (CTRL A>>CTRL C>>CTRL V) and going to FILTER>>SHARPEN>>SHARPEN. Set this layer at 60% opacity.
You should see something like this:
04. Use
this texture by
_iconographer and set it to PIN LIGHT at 100% opacity.
You should see something like this:
05. Create a new layer. Use
this brush by
big_rock_show in #F7453F, then change blending options so there's a 2 pt stroke in #FFFFFF.
You should see something like this:
06. Save the icon as a .png and open a new 100x100 document. Reopen your icon and paste it onto the blank document (CTRL A>>CTRL C>>CTRL V). Then use
this dotted border brush by me in #F7453F. Save, and you're all done!
Your finished product should look like this:
