I tried to remake this icon, and I think I got pretty close with the coloring.
I use this one mostly for Supernatural caps. :P

Made in Photoshop CS3.
With selective coloring, but can be done without (so translatable!)
Forget the last sentence, the SC effect can be done for PSP users now too. Follow this tut by skittlesnfrank. ;)
Deals with Curves.


#001; First of all, take a pic and crop it. I chose this cap of Ava in the Supernatural episode 'Hunted' and cropped it.



#002; Duplicate it two times and set them both on Screen. The first duplicate 100% and the second one 50%. This varies from base to base of course. Screencaps obviously need more screening than other pics. :)



#003; Go to Layer > New Adjustment Layer > Hue/Saturation and under Master you higher the Saturation +30. Varies again from base to base. :P



#004; Now comes the hard part. Yes, you guessed it right: Curves! Can be annoying as hell, but also very nifty things! Go to Layer > New Adjustment Layer > Curves and enter these settings.

RGB
Input: 110
Output: 152

RED
Input: 123
Output: 144

GREEN
Input: 116
Ouput: 141

BLUE
First point
Input: 140
Output: 111

Second point
Input: 159
Output: 197

Set this layer to Multiply (in case you were wondering if you did something wrong. :P)



#005: Now comes the Selective Coloring part. It just balances the colors a little more. Experienced PSP users probably can do that with Color Balance, but since I'm not an expert on that, I can't help with that. Or... the easy way, just stop and see the icon as done (apart from brushes, textures, text, etc.. :P)

So, PS users, go to Layer > New Adjustment Layer > Selective Color and enter these settings.

YELLOWS
0
0
-25
0

NEUTRALS

BLACKS
0

+5

For this base I set the SC layer to 50%.

Usually I don't like giving PSD's, but if anyone has trouble with the Curves, I'll give one. As long as you try it first yourself. :)
And also... this doesn't work for all pics, so try to fiddle around 'till you like the result. :)
