It's called 'electroluminescent wire'.

Here's a primer to get you started:

What you want is called electroluminescent wire. It comes in a lot of different colors, and it's great fun to work with. Here is some basic information about it, from a company that sells it. (You may also be able to get it in kit form at some auto-supply places, because it's often used for "customizing" show cars.)

...an extension for a scooter chair that will mimic the H.G. Wells time machine.

Love it.

I'm MayFaire Moon, and several of the corsets I made for my fashion show this weekend had EL wire planned. (We just ran out of time for a couple.) I have several suppliers now, both for EL wire (the narrow, round stuff) and EL tape (the wider flat stuff). Also panels, if that's of interest. Do you have specific colors you need?

Okay, here are some of the folks I used:

http://www.inventables.com (For pretty much anything relating to insanely cool gadgetry)

I hope that helps, but if you have any more questions, you can hit me up here or at info(at)mayfairemoon.com. If I can't figure it out, I'll ask my engineer. She's awesome with all this.
