i think she is a year younger that shiraishi, so she would be a year ahead of kin-chan? Kenya's brother is younger though, i think he is 14 now, so still in middle school. But you'll have to ask Tacchin, cos I'm not sure

*shrugs* Dunno. It's hard to tell with canon. She looks somewhat taller than him at the time, I believe, and even in fanart she's slightly taller than him in some pictures. However, it normal that girls have their growth spurts before boys do at that age, and I know canonly Tomoka is taller than almost all of the boys her age at Seigaku. (Except *only* Katsuo, but he was considered tall for a first-year, as Tezuka even noted once.) And since Kura is taller than the norm himself, it wouldn't be farfetched to guess that Yukari might be taller than normal also.
...As for Kenya's brother, I haven't been able to get ahold of Tacchin to ask. ;__; Is she answering your emails? Though I remember that I saw it mentioned before we actually found out about the canon version of Yukari, so that might've changed also.
