Since part of the Part 61 IFR rating is 50 hours of PIC cross-country, a little bit of both. I got my first instrument lesson a week or so ago, and will probably get another tomorrow (and keep working on those 50 hours).
Re: landings: Meh. I soloed with not-exactly-elegant. Hell, I passed my checkride with landings that weren't exactly elegant. All you need to solo is to be sure that you will, indeed land, and you won't break yourself or the airplane. Generally here, this means they try to solo you as early as safely possible, by picking the most perfect day imaginable. I think it was almost two months after my first solo before I got my second, since there was always too much wind or too low ceilings or what have you
