Paaaaaart of me wants to think the best and interpret his statement as a round-about way of him possibly showing concern for your emotional state (or what he perceives as your emotional state). HOWEVER, it doesn't help that the whole "under performing smiles quota" is a common theme in the field of pick-up lines/cat calls. So I dunno what to tell you based on the particular incident, but I suppose the best thing to do is keep an eye on things?
