I can see most of your points, the lack of good character development was my only real problem. That and no intro to Bellatrix Lestrange when Harry falls in the pensive, they say that Barty Crouch Jr tourterd Neville's parents when it was Bellatrix and her husband. Not haveing her introduced kind of pissed me off as she developes into a very important character later in the story.

I still have to say that I liked it better then Azkaban though.

what do you have against azkaban? seriously? you and amy are about the only two people whom i've ever met who dislike it and were disappointed in it.
