What platform/language is he looking to use, or is he open to suggestions?

Well, Perl built the web, and XML (and even xpath and xquery) libraries are available for every language under the sun. And for a small team, Java can be a bit much.

I don't have any specific suggestions (except "use what your devs are familiar with"), just wondering if tech was set or open to change.

Not totally clear, but my sense is that whoever comes in will have full control over what is used. Once the serial communications come into play, it means being able to talk Modbus and/or DNP3; there are open source Modbus Java libraries out there, and I suspect one can find the same in Perl.

He's really looking for a single developer to do and be everything, and likely uninterested in the details of how it will get done.

Sigh.

If he's looking for any clerical/office help, do think of me, would you? Tell him I'll bring in cookies every Friday. Hell, every day.

[Will bake for work.]
