I don't know how or when this belief started, or who started it. All i know is that i've always attributed the foul state of dental hygene in Japan to their lack of dental education and their crappy toothpaste

Oddly enough, I've read recently in the news that too MUCH floride can actually damage your teeth, not to mention cause various other debilitating conditions to one's overall physiology and health. Dentists seem to agree now that drinking unfloridated water and using floridated toothpaste is the best balance of the two.
Anyways, poor dental hygiene in Japan comes from the food they eat (hardly any of it really REQUIRES you to really work your teeth at all) and how they teach their kids to brush their teeth (several minutes at a time without even using toothpaste totally ruins their enamel) more than incompetence of dentists and their toothpaste.
