Can't go wrong with Kemuri for J-ska punk. If you can find anything by The SilverSonics, you rock. I have a single by them (with Fireball) that's REALLY good, but I could never find anything else by them. Fireball is easy to find, but they suck on their own. Also check out PE'Z. Not quite ska, not quite jazz, but good instrumental stuff.
American Ska - try The Slackers or Hepcat for some good old school stuff. The Suicide Machines or Skankin' Pickle for ska-punk. OH YEAH, The Scofflaws! And who could forget Mephiskapheles?
I could go on and on. Let's get our skank on in Golden Week.
