1) It's not even that the cops are idiots and that's clearly bullshit, but it's the fucking tits when the ICPP decides not to punish these guys for being idiots. Seriously. If they give you a gun and power, and you're too stupid to use that power, then you shouldn't fucking have it. End of story. But it doesn't work like that, because the world is shit.
