That place is owned by Hammid Karzai's (older?) sister.
Even before he was president/pm/whatever of Afghanistan he used to come to the restaurant whenever he was giving a talk at the K school at Harvard.

But starting in early 2002 we'd start to see black limos, SUVs and Secret Service agents around there, cuz guess what?
oh yeah, the head of Afghanistan is in town and he wants to eat at his sister's restaurant.
