Make-up is usually associated with girls, even though boys wear make-up during football games and military operations. The primary goal of wearing make-up, for girls, is to get noticed and attract attention. The primary goal, for boys, is to hide and take their opponent by surprise. Girls are unlikely to hide from cameras and wanted to be noticed by computerized facial recognition software (especially, if that software is running inside the head of a highly-eligibly mating partner). Boys, on the other hand, are very likely to want to hide from facial recognition, and are, therefore, the ones who are doing this research and will be wearing the resulting make-up (not the girl, as depicted in the attached story).

the "functional make-up" was meant to indicate something other than the cosmetic and fashion uses of it. the addition of it being "dazzle"-based just made it much more amusing.

Calling make-up, "functional", is just another way of saying that it is make-up for boys. And, the article I read did say that making this make-up fashionable (for girls to wear) was the goal because, if it is seen as a "mask", it will be attacked as "just a method of hiding" and disallowed.
