What do they mean by unauthorized livestream? Is there suppose to be an official service they use?

I think it might have to do with the shoutcasting feature that Black Ops II has. It's like E-sports where someone tells an audience what is going on in the game.

Another new feature in BOII is League Play where you are matched up with people in your skill level. Love this idea so much!
