Turn based single player strat games without forced updates

As folks may or may not be aware, 2k released a buggy update to civ V last night, less than a week before they were due to release an expansion pack. Because civ V is distributed by Steam, the buggy update was forced onto the disks of anyone actively playing civ V. It's not possible to disable such updates (the control which looks like it might do

Ugh. I ran into this with the Sims. Downloaded a game, and only found out -after- that the video card I have, which supported the original game fine, and the World travellers version fine... won't run the 80's stuff pack. It over heats the laptop.

(the info on it did not warn of that problem, they don't do refunds on downloads)
