I know absolutely nothing about cabs, but:
The cabbie asks me if I want him to get them, explaining they can help pay my fare...

Which is exactly what they did by dropping the money, albeit it wasn't nearly enough. That money should have come off your fare, so it's clearly yours.

was that an NYC cab? So not cool and of course you should keep the money! Also, He charged you all that money and couldn't take you to your door? So many things wrong with that picture!
