Not translatable - uses selective colouring

Do the usual and get your base ready. Sharpen.

New adjustment layer, selective colour -
reds =   -100   0   +31   -6
yellows =   -100   +34   0   +100
Neutrals =   +21   +4   +3   -2

New layer, fill with, #203050, set to exclusion 44%

Another new layer, fill with, #d7d7d7, set to colour burn 100%

New adjustment layer, selective colour -
reds =   -100   -20   -24   0
yellows =   +100   -22   0   +14
Cyans =   +88   0   -100   0
Magentas =   -100   -100   +100   +100
Whites =   -100   0   0   0

New Adjustment layer, Curves -
RGB
Input =   106
Output =   137

New Adjustment layer, Selective Colour -
reds =   -100   +18   -2   -15
yellows =   0   -100   +72   +100
cyans =   +100   +100   +100   +100
whites =   +85   +35   +30   0

Flatten and you're done.
You can add brushes and/or text if you want.
