Canon:
America: Oh god so much Tl;dr, I'll type this one up when I have more time orz.
Canada: Russia doesn't exactly hate Canada. Yea, they had pretty terrible relations in the past, and yea, he doesn't really notice him half the time. (I mean, he SITS on the poor guy). But, Canada has taken a lot of steps during the cold war to
1) Get out from underneath America's heels, which is a huge plus, because Russia hates America.
2) Improve foreign relations with Russia.
There's also the fact that a lot of Canada is cold and covered in ice, so Russia thinks: Oh, someone who finally understands WHY THE COLD SUCKS. Russia doesn't LIKE Canada, by any means, but he doesn't hate him, either, and he's secretly happy that someone is actually trying to become his ally.
They haven't had much interaction in the Wake yet.

Rip Van Winkle: He's got this weird internal conflict when it comes to Rip. On the one hand, he loves pissing her off, and could bother her till the cows come home. On the other, she's the first person to tell him he was wrong, and then present facts that made sense. On top of that she told him people would stay with him, and that it was possible for him to make friends. Which made him happy. Even though he doesn't believe it, it was still nice to hear.
Then he discovered they had a lot in common, and was like. WELL THIS IS ODD. So now he kind of wants to be her friend and at the same time just wants to go back to his trollish ways and just be an ass.
V: He likes V. V makes him think. Mostly because he's a pretty mysterious guy, and Russia see's that as interesting.
Lelouch: LELOUCH MADE A FIELD OF SUNFLOWERS FOR HIM. HIS DREEEEEEAAAAAAMMMMMM. So yea, automatic brownie points for Lelouch.

Jadis: SHE HAD A CREEPY STATUE OF AMERICA SCREAMING IN PAIN. Obviously, this is a good thing.
