my guess he's drunk or he's on of theose 'super keen to start the day' people who annoy all other normal people to no end!

Lol! I bet you're right and he was drunk! (I think it's my old retired neighbor who really really likes his loud lawn mower in the summertime. Definitely NOT super keen to start the day. He stopped once I finally turned on the porchlight and went out onto the porch in my (pink, fluffy) pajamas.
